This Bill seeks to establish the National Agency for Artisanal Petroleum Refining to provide for regulatory framework and programme structure for construction and operation of Artisanal Refineries in Nigeria: (a) the diversification of the petroleum sector of the Nigerian economy through the development of artisanal petroleum refineries to provide for adequate petroleum products for domestic consumption and exports; (b) encouragement of strategic investments, education, skills transfer, expertise development, transfer of technology and know-how and active research and development programmes in the petroleum industry; (c) the generation of job opportunities and increment of in-country spend through the active participation of youths in the development of the midstream and downstream sub-sectors of the petroleum industry in the Nigerian economy; (d) strengthening of the international competitiveness of locally produced petroleum products; (e) the provision of a robust and transparent monitoring and reporting system to ensure delivery of sufficient petroleum products to the Nigerian economy; and (d) supervision and coordination of the implementation and monitoring of Nigerian capacities and capabilities in the development of the midstream and downstream sectors in the Nigerian economy.
