The Bill seeks to establish the Nigerian Content In Programmes, Contracts, Science, Engineering, Technology and Innovation (NOPCESTI) and it's Council to cater for robust implementation of Presidential Executive order No 5 for planning and execution of projects, promotion of Nigerian content in programmes, contracts, science, engineering, technology, innovation as well as Presidential monitoring, evaluating and oversight of Projects in Nigeria.
