The Bill seeks to amend the Nigerian Institute Cement Technology for the purpose of Production of cement and building capacity and carrying on integrated applied research and development into building and road construction; and to amend the Research Institute (Establishment) Order 1977 made under the National Agency for Science and Engineering Infrastructure Act, Cap. N3 LFN, 2004.
