dc.description.abstractThis Bill seeks to amend Section 14(2)(b) of the Constitution of the Federal Republic of Nigeria, 1999 to provide clarity on the tiers of government responsible for ensuring the security and welfare of the people. The amendment aims to: (1) Eliminate ambiguity regarding the responsibilities of different tiers of government. (2) Ensure that the primary purpose of government is explicitly stated as a collective responsibility of all levels of government and public institutions. (3) Make the right to security and welfare justiciable, allowing citizens to seek legal enforcement of these rights. (4) Strengthen accountability and governance by clearly defining the roles of Federal, State, and Local governments, as well as public institutions, in safeguarding the security and welfare of the people.en_US
