Working Paper

This brief examines Political Patronage of Public Officers and the need for legislative action. In addressing critical systemic challenges within the Nigerian civil service, where public officials frequently engage in corrupt practices that significantly impede national development. This issue is marked by a pervasive culture of inefficiency, inadequate accountability, and the politicization of public service roles, which collectively obstruct effective governance and service delivery. Despite numerous reforms aimed at improving professionalism and accountability, the persistent nexus between patronage and corruption continues to afflict public institutions. This situation has led to a considerable erosion of public trust and misallocation of vital resources. In view of this, the following recommendations were proposed:  NASS should enhance their oversight mechanisms to ensure that public officials adhere to ethical standards and utilize public facilities appropriately.  Legislators should develop and implement clear guidelines regarding the patronage of public facilities by public officials.  Law makers across different levels of government should collaborate to share best practices and strategies for managing public facility patronage effectively.  The need for Training Programs for Legislators focused on ethics, governance, and the responsible use of public resources should be mandatory for all legislators.  There is need for CSO, NOA, and other community-based organizations to embark educating the public about their rights regarding the use of public facilities by officials.
