This Bill seeks to alter the Constitution of the Federal Republic of Nigeria 1999 (as altered) to elevate the right to a clean, safe, and healthy environment to the status of a justiciable fundamental right under Chapter IV of the Constitution. It further proposes integrating environmental protection within the scope of the right to life and dignity of the human person, respectively. In addition, it provides for the enforcement, procedural mechanisms for the protection of environmental rights and Judicial remedies.
