A presentation at the 2 day workshop on enhancing the performance of Committee clerks of the House of Representatives, National Assembly was organized by the National Institute for Legislative Studies (NILS) in collaboration with the management of the department, from Monday 11th to Wednesday 13th February, 2013 at Hydro Hotel, Minna, Niger State.

This paper discusses the roles that committees play in chamber proceedings. It addresses issues such as membership, roles of the committees in plenary, bills referrals to committees and issues of public hearing as a way to enable citizens to participate in the legislative process.
