A Presentation at the 2-day workshop on enhancing the performance of Committee clerks of the House of Representatives, National Assembly was organized by the National Institute for Legislative Studies (NILS) in collaboration with the management of the department, from Monday 11th to Wednesday 13th February 2013 at Hydro Hotel, Minna, Niger State.

The paper discusses the concept of Legislative Oversight and its relevance in the National Assembly. It talks about what capital projects are, why they are needed and the steps to bring them into existence, as well as the consequences of their poor implementation. It also gives the procedure for Monitoring and Evaluation capital projects using the designed Template; and technique for Writing Legislative Oversight Report.
